Young revelers throng the streets on the eve of the New Year last night.

KUWAIT: Since 2008, January 1 has been an officially declared non-working holiday in Kuwait but this year, Kuwaitis and expatriates hardly seemed excited and spent the day like any other.

No fireworks marked the day, no crackers boomed, and no one organized huge parties to usher in this New Year. Some, however, did usher in the New Year with beautiful celebrations at home with their families and loved ones. A few low-key parties were organized at the restaurants, entertainment clubs and hotels. However, those who have come to Kuwait recently were critical about celebrations being so lowkey. ?I don?t know why they cannot organize the same fireworks display that they exhibited last November. It was very nice, and had they organized a similar show for New Year, it would have been surely beautiful as we would have felt the spirit of the New Year,? commented an expat. ?Other countries organize huge gatherings and parties in the street.

Of course, we cannot do that here but a fireworks display could have uplifted people?s spirits. Honestly, I hardly feel that another year has begun. There was no countdown to cheer it in. I feel as if 2013 came in just like that,? another expat observed. Parties or celebrations are actually not prohibited in Kuwait as long as they follow the rules and guidelines set by the Ministry of Interior. No dancing or alcohol is allowed.

However, such elements were noticed in some parties organized at private places or in the comfort of people?s homes. Organizers can also apply for a permit to party but many local community organizers avoid such gatherings since they attract checks or raids by the authorities. The entertainment facilities throughout Kuwait offered discounts to New Year revelers, especially those run by Touristic Enterprises.

The Scientific Center, along Gulf Street was also open and thronged by many expatriate?s children. The Kuwait Zoo was bustling with many children in the afternoon. Many families also spent time together by the seaside, with barbeques and a host of other activities, such as football and volleyball. From early morning yesterday, the Gulf Road from Salwa to Kuwait City saw many a holiday reveler as the weather seemed conducive to the spirit of the day.

Mustafa and his family were seen enjoying the day with some friends at the Gulf Road yesterday. ?A single-day holiday is definitely not enough, but I really make sure that even if it was just one day, my family should enjoy an outing. So we have barbeques and games here,? Mustafa said. ?Alhamdullahah, the weather is not very chilly and it is not very windy either, so we can really enjoy,? he added. As expected, Kuwait City was thronged by expatriates on the New Year eve and many were utilizing the day to meet their friends and relatives. Among this crowd was Laila from the Philippines who telephoned her parents back home. ?I can only call when I am in Kuwait City as I do not have a cell phone. We are not allowed to keep one by our sponsor. So I availed of this opportunity to call my parents. I was able to talk to them and my New Year is complete now,? she said. Clearly, everyone found his or her own way to usher in the New Year

To be the best you can be means hoping others share in your good fortune. Often the negative thoughts projected on others can boomerang and come back onto you. Google and Kia partnership will bring Google Maps and Places to new cars this year

Korean car-maker Kia is set to give its UVO eServices telematics a huge shot in the arm, teaming up with Google to offer its next-generation navigation system. The new setup will debut in this year's Sorento CUV, which is scheduled to arrive in Q1. Kia's updated (once Microsoft-assisted) UVO system will allow users to send directions and locales from their smartphone (or the web) to your new ride. Baked-in Google Places will also inform you of your nearest dealership (even when you're already in that new Kia) while existing music management, hands-free features and improved voice recognition will all be wrapped into the same interface. Henri Matisse Birthday: Celebrating The Master Painter With A Survey Of His Artwork (PHOTOS)

Today is the birthday of French painter, printmaker and sculptor, Henri Matisse. The Fauvist painter, famous for his mastery of expressive color, would turn 143 years old if he were miraculously still alive today.

Matisse began his artistic career in 1891 when, after abandoning his job as a court administrator in northern France, he enrolled in Paris's Academie Julian to study traditional still lifes and landscape painting techniques. At the turn of the 20th century, the budding painter became involved with Fauvism, a style of painting that involved wild and discordant color schemes that rarely reflected the subject's natural appearance. Masterworks like "Open Window" and "Woman with the Hat" are highly regarded examples of this daring movement.

Despite the fact that Fauvism began to lose traction after 1910, the work of Matisse remained popular. Many of his paintings were grounded in classical French figure work, mixed with elements of Primitivism and Islamic art, amounting to an aesthetic most often compared to Pablo Picasso. In fact, Matisse and Picasso met at Gertrude Stein's Parisian salon, and embarked on a decades-long friendship and artistic relationship. In his later years, Matisse dabbled in collage, creating simpler, cutout works. The series "Blue Nudes" and art book "Jazz" originated during this period, demonstrating the artist's self-professed style -- "painting with scissors."

The beloved French artist died in 1954, leaving a wealth of artwork in museums like New York's Museum of Modern Art, London's Tate and Paris's Pompidou Centre. David Brooks: Fiscal Cliff Blame Should Largely Go To Republicans

New York Times columnist David Brooks said Sunday that Republicans should shoulder most of the blame if lawmakers do not reach an agreement on the fiscal cliff ahead of Tuesday's deadline.

"What's happening in Washington right now is pathetic. When you think about what the revolutionary generation did, what the civil war generation did, what the World War II generation did -- we're asking not to bankrupt our children and we've got a shambolic, dysfunctional process," Brooks said during an appearance on NBC's "Meet the Press."

"Most of the blame still has to go to the Republicans," he continued. "They've had a brain freeze since the election. They have no strategy. They don't know what they want. They haven't decided what they want."

Brooks' comments echoed a similar assessment from President Obama, who sat down with "Meet the Press" for an interview that aired Sunday morning.

"We have been talking to the Republicans ever since the election was over. They have had trouble saying yes to a number of repeated offers," Obama said. "[S]o far, at least, Congress has not been able to get this stuff done. Not because Democrats in Congress don't want to go ahead and cooperate, but because I think it's been very hard for Speaker Boehner and Republican Leader McConnell to accept the fact that taxes on the wealthiest Americans should go up a little bit, as part of an overall deficit reduction package."

But Brooks also reserved some of his criticism for the president, stating that Obama has at times "governed like a visitor from a morally superior civilization," appearing to undermine the very point he'd made about the value of the high moral fiber of previous generations just seconds earlier.

"He comes in here and he'll talk to [John] Boehner, he won't talk to the other Republicans," Brooks said. "He hasn't built the trust. Boehner actually made a pretty serious concession, $800 billion in tax revenues, probably willing to go up on rates. But the trust wasn't there. If the president wants to get stuff done over the next four years, it's got to be about a lot more than just making the intellectual concessions."
